Qu’est-ce qu’un port comme situation urbaine ou comme paysage?
un port pourrait être défini comme un horizon ouvrant et ouvert sur plusieurs perspectives. c’est ce jeu de perspectives qui en fait un lieu singulier pour ceux qui y arrivent ou qui en partent par la terre, la mer ou l’imagination.
Dans le contexte de la déterritorialisation d’une part, et de la métropolisation d’autre part?
c’est un lieu relationnel par définition, où tout ce qui transite trace des liens effectifs et/ou imaginaires avec des ailleurs imaginables et en quelques sortes co-présents

Peut-on développer des stratégies d’habitabilité des zones portuaires, sans nécessairement supprimer l’activité?
il y a probablement une esthétique de la ville portuaire, mais qui, sans activité, reviendrait à un simulacre ou un souvenir. alors la bonne question ne serait pas, peut-on? mais plutôt comment s’y prendre pour «développer es stratégies d’habitabilité des zones portuaires, sans nécessairement supprimer l’activité» ?
Si le territoire portuaire de Dieppe est bloqué dans la dimension spatiale, peux-t’on le redéployer dans la dimension temporelle?
il y a sûrement un travail à faire sur l’architecture spatio-temporelle du port de dieppe qui permettrait peut-être d’en intensifier les appropriations alternés destinés à différentes formes d’usages de l’espace et de répondre concrètement à la question précédente. la co-habitation se construit dans des accords spatiaux, mais aussi déployés dans le temps.
Est-ce que des démarches interdisciplinaires sont plus à même de relever les défis de la reconfiguration d’une infrastructure?
ce n’est peut être pas tant une question de disciplines, mais de regards croisés sur une situation et un contexte complexes et dont la complexité est poétiquement et culturellement stimulante.
l’infrastructure si elle est conçue comme dispositif stable et une reconfiguration lourde, projette d’emblée dans un horizon qui doit être soutenable. alors comment ouvrir cet horizon?
Est-ce que tu pense à des projets ou des débats (y compris critiques ou historiques) à propos des enjeux portuaires et en particulier des situations d’échelle intermédiaire en crise?
une approche possible serait de se questionner, pour explorer les possibles d’une «situation d’échelle intermédiaire en crise», sur l’articulation de différentes échelles et horizon temporels qui permette de vivre au quotidien des lieux modelés dans le temps long et ouvert sur des horizons tangibles.

1. Dieppe is a bad Specific Harbour, but it’s a great Generic Port
Most English language jargon around network life relies on a constant use of visual metaphors of the physical world: net, web, page, site, and so on. A port is no different, understood as both physical and purely electronic locus of interchange, exchange, and departure.
For this reason, “port” seems to have become a more important term for interpreting the physical world than “harbour”, as it shares the metaphorical life of computerspeak; its reference is spatial but not necessarily physical.
So it becomes clear: Dieppe’s harbour life has devolved in the past decades in a typical way, as it has fallen particularly victim to globalized markets and its leaders have been slow to suggest a new life for its physical infrastructure. But its function as a port remains full of potential.
“Vous êtes Ici”, the project that we brought to Dieppe in 2005 attempted to address this, in some of the ways that the current exhibition plans for a “temporary city”. For the last exhibition, Ga-Ga produced a small temporary park; a leisure landscape at the site of the old industrial landscape. It existed between the past (built in a way to let visitors interpret the layers of history at the site) and future (imagining a new urban structure built on the materials and skills of its past). It also existed as a new “port” – the physical space was documented by, and augmented by, the internet. Its plan included wireless data streams and satellite TV broadcast.
Ultimately, its physical presence was gone within days but its life online remains still (www. ga-ga.org/dieppe/)
2. Reinventions without Erasure / On the River
Here in Northern California, as in Dieppe, global markets and shipping have a growing influence on consumer products and on the city’s shape. Oakland’s port is a perpetually open receiving station for ships carrying goods from China, a beneficiary of United States trade policy and increasingly important supplier of cheap consumer goods. This trade arrangement of course becomes our market weakness, as American consumers become dependent on products that can no longer be affordably produced on our own soils. The port’s activities in turn affect the region of city around it; the height of the San Francisco Bay Bridge (which needs to accommodate that ship traffic at low tide) and the elevated demand for security procedures around shipping containers in a post-September-11th world.
In short, the waterways that once established the origin of cities now embody their limitations on growth and present points of weakness in their national borders. Rivers – Seine, Arques, Arno, Spree, Hudson, Mississippi – these no longer determine the beginnings of cities; they are in some ways their endpoints.
The city’s new beginnings may lie in their willingness to adapt to new forms of port, to new flows of connectivity.
3. Works in Progress: Day For Night / Sudden City
Ga-Ga’s current work continues to explore these flows of connectivity: composite architectures, temporary structures that conjoin physical and electronically networked space.
One example is the ongoing project “Day For Night,” an installation for the City of San Jose in Silicon Valley, to open for the ZeroOne Festival of electronic media art in Summer 2008. “Day For Night” is an experimental inflatable structure that creates a live link to a city 12 time zones away – in this case, with Dubai. In response to audiovisual feed from that location, the space of the structure shifts constantly. It is open 24 hours and can be programmed for events occurring in both places. This displaces visitors in San Jose to inhabit what Paul Virilio has called “the light of another day,” engaging telepresence, its effects on place, and the socioeconomic structures that enable it.
At the California College of the Arts in San Francisco, I am directing advanced students in a project called “Sudden City.” Sudden City is an urban design studio that maps the proliferation of ubiquitous computing on the physical city, produces an archive of that city online, and imagines architectural responses – timed, composite architectures – for the vitality of
the city’s future. The studio’s results explore potentials of web and video as representational media, and are all posted to its archive, www.suddencity.net.

A suivre quelques notes sur l’actualité des développements portuaires et notamment sur les relations entre ports et villes.
Le port est un établissement humain à l’interface de deux milieux, terrestre et marin, mais c’est une interface intestine ou intestinale, dans laquelle la terre imbrique l’eau. C’est un lieu de transition congru où le milieu terrestre apprivoise, conditionne le milieu marin. Comme à Dieppe, l’embouchure d’une rivière ou d’un fleuve se prête à offrir les conditions d’accueil les plus favorables aux ruptures de charges qui accompagnent les déplacements humains, un havre en somme, et chaque situation géographique engendre un mode d’imbrication plus particulièrement approprié.
Si observe les ports côtiers aujourd’hui, on constate que le phénomène de globalisation semble avoir accéléré un processus d’homogénéisation. Devenu un standard, le conteneur se décline peu et ne se distingue que par ses couleurs. Son exploitation dominante tend à l’aménagement d’étendues toujours plus vastes, rendues accessibles pour des navires toujours plus grands. De ce point de vue le port demeure une plateforme, mais dont les manoeuvres semi-automatisées prennent toujours plus d’ampleur et de vitesse : cette hyper-mobilité est une donnée portuaire générique mais elle n’a pas besoin de laisser d’emprunte ou du moins une emprunte toujours moins visible. A côté du ballet des grues portuaires géantes, peu d’évènements spectaculaires à attendre. Les ports intérieurs n’échappent pas à la massification des échelles de transit et au besoin d’espace ; or à la différence de certains ports côtiers, ils n’ont pas d’horizon à polderiser, et les processus d’accompagnement de l’activité se font donc par le morcellement des unités foncières, dont l’ensemble des éléments constitue des ports «multipolaires». En se développant, les ports tendent vers des figures territoriales en chapelet de presqu’îles ou en archipels. Au bout de cette logique le port de Dunkerque pourra par exemple être considéré comme le port côtier de Lille et, réciproquement, Lille comme le port intérieur de Dunkerque ; des enclaves extraterritoriales de ces ports se retrouvent d’ailleurs dans d’autres ports extranationaux. D’autres issues du développement portuaire sont une plus grande sophistication des outils, ou le déplacement des activités sur de nouvelles assises foncières, à l’extérieur des zones urbaines denses ou mal adaptées.
Dans ces conditions, penser la condition urbaine des ports consiste à gérer des modes de cohabitation : penser les marges à partager entre la ville et son ou ses ports, ou penser les isolats d’urbanités pertinents à l’intérieurs des ports territoires contemporains. La ville de Bremerhaven, qui réaménage aujourd’hui son ancien port, érige sa nouvelle tour avec pour modèle celle d’un grand hôtel de Dubaï – à une échelle réduite –, des rues comme en Toscane – mais dans un centre commercial climatisé –, ainsi qu’un centre culturel dédié aux quatre saisons – il y fera hiver en été et vis versa. Tout en illustrant les possibles d’un style d’ingénierie internationale, Dubaï, la Toscane et le climat sont comme des nouvelles formules génériques adéquates pour les aménagements entre ville et port, sans préoccupation pour les registres locaux. A Bremerhaven, l’architecte catalan Enric Miralles proposait quelques années auparavant un mode de transition certainement plus pertinent : celui de créer de nouvelles trames paysagères – coursives et passerelles aériennes, dunes artificielles, forêts de mats géants – comme des cartes à superposer pour rebattre une nouvelle géographie urbaine en trois dimensions : sans nostalgie mais en inventant une mémoire en devenir pour ces lieux. Ce mode d’intervention serait à l’évidence indiqué pour accompagner la trame des nouvelles conquêtes foncières opérées par les ports, tout aussi bien que les modes de déprise : en concevant l’infrastructure avec le paysage, en considérant le paysage comme un concrétion de moments d’histoire, en intégrant le caractère transitoire de toute situation portuaire, caractère qui invite peut-être à faire des villes portuaires des espaces d’expérimentations plus qu’ailleurs. On peut de toute façon raisonnablement attendre des usages à venir pour ces portes maritimes et océaniques, au seuil de nouvelles colonisations ou de nouveaux rapports au grand amniotique.

What is a harbour nowadays, as an urban situation, in the perspective of metropolization, or/and deterritorialization? An island, a door, a decor, a dead end???
- the harbour is a logistics socket, a transfer node, between asfalt and ocean, through which
the flow of goods and people are channelled. Maritime and land transport volumes and timescales
are inherently different, and the harbour is buffer zone, absorbing the extra volumes and
waiting schedules, buffering the transitions from land to sea and from sea to land.

Is there a new urban format appearing between Helsinki and Tallin, as between Copenhagen and Malmö? What impact on the harbours? What about the Helsinki discussions on the harbour?
I am starting to teach in Tallinn next week, so for me the «new urban format» (format became such a popular word now!) more commuting between the two cities… but thats maybe a bit specific and personal. In terms of urban strategy there is very little evidence of a new common direction or link.

How far can the term «hub» take us when thinking of Dieppe harbour? And the digital relation between hard and sotf?
i think dieppe is an empoverished hub. a hub with very little or no spokes left. In terms of connectivity, digital geography is very democratic, so even if dieppe is too shallow to be a deep sea port, it can maybe have another identity that is based on the immaterial; a rumour, a ghost, a history, an interface, an image…
What interesting projects or debates (including critical of course) can you think of, about harbour issues and «mid scale crisis»?
Mid-scale crisis refers to mid-sized cities, i presume, places which are not growth centers…
I think the state of «not-growing» often is regarded as a state of «not-changing». Could we rethink this? Instead of managing growth, and coping with the change it creates, in a zerogrowth state, we could focus on improving the quality and composition of the things which are stable…

Unfortunately your mail reach me while I was unpacking from a trip and packing again: I am departing tomorrow for Istanbul – another city, another port. I have a presentation to do in the framework of the Biennial and I took a few more days off.

He is not the most interesting artist ever, but he made some interesting shots of the «spectacularisation» of the Port in Rotterdam. I am sorry I can’t be more helpful in this moment. If this project is going on somehow, it would be interesting to make a direct link with Rotterdam’s Port Authority.
